PBS Diabetes Population Prevalence Model –
Phase 2

New features of the PBS Phase 2 model include:
- Estimates of diabetes prevalence for
all sub-national areas are adjusted for socio-economic deprivation;
- Forecasts of 2010 diabetes prevalence
down to Local Authority District level that account for the anticipated
ageing of the local population and national growth in prevalence
of overweight and obesity;
- Pre-calculated estimates of diabetes
prevalence at ward level;
- A second tool for users to calculate
diabetes prevalence for user-defined population. This calculator
is aimed at General Practice population and has reduced data requirements
compared to the full model.

There are several diabetes prevalence sources available. A guide

Global epidemiological data about diabetes. It contains the latest
data on diabetes prevalence and health care expenditure in over

Diabetes-e
This web based self-assessment tool includes a requirement for
practices to enter information on their practice population and
their population with diabetes. It therefore provides an estimate
of the number of people predicted to have diabetes and compares
this to the reported number.

The National Clinical Diabetes Audit Support Programme (NCASP)
Predicts the number of people on practice diabetes registers for
PCTs and SHAs. The model seeks to compare the number of people with
diabetes on local registers to the number of predicted registrations
based on the population structure, ethnicity and deprivation.

nGMS
Indicator DM1 within the Quality and Outcomes Framework (QOF)
requires general practices to maintain a register of all patients
with diabetes mellitus. Over time this will provide a robust source
of comparative data on disease incidence and prevalence at a very
local level.

Health Survey for England
This annual survey collects data on the health and lifestyles
of people in England. Diabetes prevalence data was collected in
1991, 1993, 1994, 1998 and 1999.
Note that the HSE is a representative sample and that the survey
relies on self-reports of diagnosis.

Simplifying Diabetes Information Group
With Diabetes E, NCASP (National Clinical Audit Support Team),
the YHPHO PBS prevalence model and GMS all available it is not surprising
there is some confusion over the information programmes and resources
available to the diabetes community. To overcome some of this a
small working party has been set up with the aim of explaining what
each does, does not do, how they work together and how they can
more effectively interact. The aim is to produce unified and simplified
products that meet the needs of service providers as well as people
with diabetes but also provide the information essential to allow
services to monitor and improve their services. Already some first
steps have been taken. A simple guide to the prevalence models has
been published and in future NCASP have agreed that they will use
the YHPHO PBS model for data analysis.

Diabetes Information Strategy

have produced a booklet entitled Delivering the NSF.

3.2 million deaths can be attributed to diabetes
each year according to a new publication released today by
the World Health Organization (WHO) and the International
Diabetes Federation (IDF) to mark the launch of their joint
programme "Diabetes Action Now". Updated estimates
suggest that six deaths can be attributed to diabetes or related
conditions somewhere in the world every minute, a figure three
times higher than previous calculations.
