Governance Arrangements
The accountability arrangements for PHOs are complex and operate
at three levels (the levels described are not intended to be hierarchical).
The first level of accountability is from the YHPHO Director to
the Regional Director of Public Health (Professor Paul Johnstone
in Yorkshire and The Humber), who is in turn accountable to the
Chief Medical Officer for England and Wales. The second level is
to the employing organisation, in this case NHS Yorkshire & Humber.
The third level is to the host organisation, the University of
York.
A Policy Board for the YHPHO has been established, comprising
relevant stakeholders and chaired by the Regional Director of Public
Health. The Policy Board will meet three times a year; the terms
of reference are available as a within the Terms of Reference.
The key purpose of the Board is to advise on and discuss the strategic
direction of the YHPHO; it is also envisaged that PHO staff would
present key pieces of work to the Policy Board.
