CommissioningCommissioning Toolkit for Diabetes
Yorkshire and Humber Public Health Observatory has contributed to the development of a commissioning toolkit for diabetes. The toolkit has been developed by a range of organisations including the National Diabetes Support Team, Diabetes UK and the Primary Care Diabetes Society to provide a national framework to support NHS commissioners to commission locally-appropriate diabetes care.
The toolkit:
- Provides advice on how to carry out a health care needs assessment for a local diabetes population in order to understand their specific needs;
- Provides a generic specification for diabetes care, setting out the core elements of quality care and signposting recognised quality markers, such as NSF Standards, NICE guidelines etc;
- Provides suggestions for indicators that commissioners can use to monitor the quality of their current local service and identify improvements that need to be made;
- Provides key outcomes that a commissioner could specify when commissioning diabetes care.

"Where Are We Now?": A summary of diabetes measures
Linked to the commissioning toolkit, YHPHO has produced a summary of diabetes measures based on The Better Metrics Project to help local services assess "where they are now". This resource can be used to help people benchmark and prioritise areas where further improvement is needed.
To download the summary of diabetes measures for Government Office Regions (GOR), Strategic Health Authorities (SHA) and former Primary Care Trusts (PCTs) click here. A summary sheet for each of the GORs is given. To view PCT level data, simply click on the region required.
This summary of diabetes measures is currently available as a downloadable excel spreadsheet. It is envisaged that this tool will be further developed and the data will be provided through an interactive web-based tool.
