Simplifying Diabetes Information Group
With Diabetes E, NCASP (National Clinical Audit Support Team),
the YHPHO PBS prevalence model and GMS all available it is not surprising
there is some confusion over the information programmes and resources
available to the diabetes community. To overcome some of this a
small working party has been set up with the aim of explaining what
each does, does not do, how they work together and how they can
more effectively interact. The aim is to produce unified and simplified
products that meet the needs of service providers as well as people
with diabetes but also provide the information essential to allow
services to monitor and improve their services. Already some first
steps have been taken. A
simple guide to the prevalence models has been published and
in future NCASP have agreed that they will use the YHPHO PBS model
for data analysis.
PBS Diabetes Population Prevalence Model
The PBS model has been commissioned by the Department of Health
in collaboration with the National Diabetes Support Team. In developing
the model, close working links have been established with the National
Clinical Audit Support Programme (NCASP), Diabetes UK and DiabetesE.
Dr
Sue Roberts, National Clinical Director of Diabetes said “This
new model will allow SHAs and PCTs to develop robust systems for
identifying people with diabetes in their area. It will promote
more effective care for people with diabetes”.
Estimating diabetes diagnosis rates using QOF data
An estimate of the percentage of all diabetes that has been diagnosed has been made by dividing the registered diabetes prevalence rate from the Quality and Outcomes Framework (Feb 2005) by the expected total diabetes prevalence from the PBS Phase 2 model (uplifted to anticipated 2005 levels). New features of the PBS Phase 2 model will include:
- Estimates of diabetes prevalence for
all sub-national areas are adjusted for socio-economic deprivation;
- Forecasts of 2010 diabetes prevalence
down to Local Authority District level that account for the anticipated
ageing of the local population and national growth in prevalence
of overweight and obesity;
- Pre-calculated estimates of diabetes
prevalence at ward level;
- A second tool for users to calculate
diabetes prevalence for user-defined population. This calculator
is aimed at General Practice population and has reduced data requirements
compared to the full model.
